Bid and obtain contracts, negotiate contracts, and prepare all final contracts between Hilt Construction and Management, Owners, and Sub-contracters. Prepare all project schedules, get all sub-proposals, material quotes, and negotiate the budget prices. Handle all aspects of Sitework and Construction. This includes reviewing all pertinent sitework drawings, construction drawings, renting equipment for projects, hiring labor for project, and managing project on site. Ensure the work completed complies with all township rules and regulations, particularly the Uniform State Construction Code. Conduct background checks of subcontractors and suppliers, and finalize decisions of hiring subcontractors and suppliers.
Draft partial release and waiver of liens and amendment agreements. Conduct employee performance reviews and handle human resources issues relating to employment applications and employee timesheets. Handle final invoice, change orders, and letters of intent. Communicate regularly with subcontractors and Townships with the progress of the project.

Sourced projects and sub-contracting bids for Hilt Construction, and qualified competitive subcontractor bids prior to execution of contract. Assisted in drafting and reviewing initial construction contract with a foreign government. Researched and obtained necessary permits from the Department of Building in New Rochelle for demolition, renovation, and outdoor swimming pool through the City’s municipal code. Observed meetings between architect, private developer, and counsel to discuss owner’s vision with an understanding of the legal requirements by the township to build a multi-tenant retail center, which included acquiring a use variance approval with bulk variance. Assisted project manager in daily administrative tasks.

Handled policy changes to the code in response to the Mayor’s request, and created the City’s business application. Created a user-friendly rendition of the General Municipal Law (GCL), General City Law (GCL), Freedom of Information Act (FOIA), Open Meeting Law (OML), and New York State Zoning Law. Conducted State Environmental Quality Review (SEQR), planned review of a developmental proposal, and administered pre-trial conferences regarding code matters. Researched landlord-tenant relationships, created a sample lease agreement and a sample notice to terminate for the City’s landlord information pamphlet.

Obtain construction documents to bid new jobs. Prepare Construction estimates including take-off. Obtain quotes for materials, and prepare final bid documents, and submit bids to owners. Upon receiving contract award, prepare the project schedules. Qualify subcontractors, hire skilled laborers and suppliers.
Attend meetings with the township to obtain all necessary permits and coordinate all the required inspections for projects from start to finish. Start the project as per schedule and visit the site on a daily basis to ensure all work is being performed according to plan and specifications. Inspect and review projects to ensure compliance with safety codes, and township regulations.
